Helio Risk is considering opening a Vermont office as client interest in the domicile grows.
The firm established Vermont-domiciled captives in July 2025 and January 2026 for a convenience store chain and a specialty physician group. Several more clients, including two healthcare organizations and a northeastern construction company, are now considering Vermont.
Managing Partner Heather McClure cited Vermont regulators’ industry expertise and the state’s strong network of banks, law firms, and service providers as key advantages.
Helio risk is also expanding its U.S.-domiciled reinsurance management business and independent captive consulting work.
Founded in 2023, Helio Risk manages captives across eight domiciles and has 15 employees and full-time contractors.
